John L. McClellan was born on a farm near Sheridan, Arkansas, in 1896, the son of a farmer and school teacher who later became a lawyer. When he himself was only seventeen, he was licensed to practice law after passing with honors an oral examination before a panel of distinguished attorneys; he had studied in his father’s office while still managing the family’s farm.
In the early days of the New Deal, he was elected a Congressman, and in 1938 he ran in the primary for the Senate against Mrs. Hattie Caraway. Defeated, he ran again in 1942; this time, without the support of either the national or state Democratic organizations, he won by almost 50,000 votes. He was re-elected in 1948, 1954, and 1960.
Few Senators in our history have carried heavier legislative responsibilities. Senator McClellan serves on three standing committees of the Senate, one joint committee, and fourteen subcommittees; he is chairman of four of these. He was also a member of both Hoover Commissions and is a leader in flood control, navigation, and water-development projects. He is known to millions as “Mr. Chairman,” since he still heads the powerful Government Operations Committee of the Senate and its famed subsidiary, the Permanent Subcommittee on Investigations.
